Developer News and Helpful Information
WCSA is always happy to work with developers. In fact, many developers note that new development success often depends on the availability of water and/or wastewater service. For this reason, WCSA encourages developers to communicate with them in the early stages of development conception. To minimize development issues, it is vital to have WCSA involved at every stage of the process.

Construction Voucher Program

WCSA is proud to now offer a Connection Construction Voucher Program. This program offers developers credit vouchers for water and/or wastewater connections for each lot where a connection has been installed in conformance with WCSA’s general specifications and guidelines (specifications and guidelines are available to be downloaded below). A Summary of the Voucher Program is as follows:

• A voucher for each lot with a water and/or sewer connection is issued to the developer and redeemable only at or after the time of purchase of the water/sewer connection for that lot
• The value of a residential water connection fee voucher is $200 and a residential wastewater connection voucher is $400. The value of a water and wastewater voucher is $600.00.
• Only one (1) voucher may be used/redeemed per Application
• To redeem a voucher at the time of application: A voucher must be presented and match the lot for which an application is being filled out (no exceptions)
• To redeem a voucher after application: A voucher must be presented to WCSA matching a lot that has already applied for new service. If these conditions are met, the voucher amount will be paid by check to the holder
• Vouchers may be transferred by the developer to any other party. Transferred vouchers should be clearly marked with the name of the party that it has been transferred to.

General Developer Specifications and Guidelines

WCSA has developed its “General Requirements for Developer Installed Water Lines and Appurtenances” to guide the developer through the entire Installation process. Please access this document below for detailed directions on how to submit, what to submit, Work Sequencing, Regulatory Requirements, Safety, Inspection and other Installation processes.

WCSA has also developed its “General Water Line Specifications” to address technical issues relating to water facilities or other drinking water structures. These specifications are intended for use by WCSA and those constructing water distribution system improvements which will come under the ownership of WCSA. All work performed for WCSA either under its direct supervision or by developers/contractors constructing improvements that will come under the ownership of WCSA must follow these specifications.

Developers are encouraged to download a copy of the specifications and guidelines, as thorough review of this document and strict adherence to the guidelines will provide WCSA management and engineering personnel the information necessary to perform an efficient review of the development project.
