WCSA is Recognized by Rural Development as Stimulus Funding Recipient


The website, federalreporting.gov, functions as the vehicle which allows ARRA recipients to submit the required reports that outline the disbursement and use of stimulus funding, as well as the number of jobs created by those funds. In addition, it also allows the funding agencies to review the submitted reports and comment on the disbursement of funds. Once the recipients have submitted their reports and the appropriate agencies have reviewed them, the information is then pushed to the recovery.gov website to ensure federal transparency in the use of ARRA funds.

WCSA is honored to have been selected as a User Acceptance Tester for the federalreporting.gov website project. The project consisted of a three-day testing workshop in Fairfax, VA. Testers were asked to run a vast array of submission scenarios and report back any discrepancies, glitches, or problems discovered in the website. They were also asked to provide input on any additional enhancements that may be beneficial to the website or users. Not only did the User Acceptance Testing provide WCSA valuable training in successful report submission, but provided opportunity to aid the federal government in the development of a very crucial website.

WCSA General Manager Robbie Cornett credits the hard work of his staff, its consulting firm and the backing of the Authority’s Board of Commissioners for this recognition. “Rural Development has really bragged on the work of Kim Roberts, WCSA Controller, and The Lane Group, Inc, for their thoroughness and timely submittal of our applications for funding,” says Cornett. “Rural Development has also spoken very positively about how strong WCSA is financially. This is not only a reflection of our staff’s commitment to good decisions, but also of the Board of Commissioners, who make policy for the Authority.”

As stated by Travis Jackson, Rural Development’s Area Director, "Our agency recognizes the challenges that face utility providers across the nation. The Washington County Service Authority is a leader in ensuring fiscal oversight of their system. Their success is evidenced by their ability to maintain rates that are affordable to the population they serve. It was for this reason they were chosen to represent our agency as a user acceptance tester. Rural Development is pleased to be a partner with WCSA in this project."

The WCSA serves approximately 20,500 water and 1,500 wastewater connections. The water system consists of approximately 900 miles of water line covering some 300 square miles, a 2.5 million gallon per day membrane filtration plant, a 4.6 million gallon per day surface water treatment plant, two springs, one well, 22 pump stations and 19 water storage tanks. The wastewater system consists of approximately 64 miles of wastewater collection lines, a.63 million gallon per day conventional treatment plant, 25 lift stations and a wastewater treatment plant.
